工业锅炉是重要的热能动力设备，广泛应用于工厂动力、建筑采暖、民用生活及相关部门。五十多年来，我国工业锅炉行业从无到有，从小到大，不断发展，特别是改革开放和市场经济建立以来，得到了迅速的发展。到目前为止，全国有C级及以上锅炉企业547家，全国在用工业锅炉56．63万台、165万蒸吨。

为正确贯彻政府对行业的产业政策，协助政府加强行业管理，交流各种经济、技术信息，使工业锅炉产品在节能、节材、环保、安全等方面进一步提高水平，1990年，在政府有关部门的支持下，在广大锅炉制造企业积极参与下，由上海工业锅炉研究所牵头，经民政部批准，成立了“中国工业锅炉行业协会”，并于1993年在上海召开了成立大会暨第一届会员大会，讨论通过了协会章程等相关文件，并选举产生了协会第一届理事等协会领导，其中上海工业锅炉研究所为副理事长和秘书长单位。协会常设机构为秘书处，秘书处设在上海，挂靠单位为上海工业锅炉研究所。

1996年，协会为配合原机械部机构改革和职能转变的需要，根据原机械工业部的决定，在成立中国电器工业协会的基础上，本会并入中国电器工业协会，并以中国电器工业协会工业锅炉分会的名义对外开展工作。

2006年，分会根据分会工作条例进行了换届工作，选举产生了分会第四届领导班子，理事长和秘书长单位均由上海工业锅炉研究所担任。目前会员单位有144家锅炉制造企业及相关配套单位、科研单位，其中理事单位53家。本届理事会一个显著的特点就是大批优势企业或民营企业进入理事会。本届分会会员单位覆盖了中国工业锅炉行业的所有主导企业，在行业中具有广泛代表性。

作为行业自律性组织，工业锅炉分会的成立与工作开展，在政府有关部门和企业间构筑起了沟通桥梁。分会成立以来，在国家有关部门和中国电器工业协会的指导下，在广大会员单位的积极支持和参与下主要开展了以下几方面的工作：

开展行业及市场调查，做好行业规划及市场预测工作。分会秘书处在做好本行业经济技术指标年度统计分析工作的基础上，先后负责和参与了行业“八五”、“九五”、“十五”、“十一五”规划，市场调研与预测等报告的起草工作，为行业企业的发展和政府的决策提供依据。

配合政府有关部门加强行业管理，围绕国家对安全、环保、节能的要求开展工作。分会曾参与了全球环境基金GEF中国高效工业锅炉项目的部分前期工作；配合机械工业“三大”战役分会开展了行业名牌产品推介工作等；向国家质量技术监督检验检疫总局特种设备局提出加强对油(气)锅炉出厂调试管理建议以及对锅炉设计审查管理工作进行改进的建议报告。根据国家发改委提出的《“十一五”十大重点节能工程实施意见》，分会制订了“工业锅炉‘十一五’节能工作计划”并组织实施等。

分会先后组织开展了燃油(气)燃烧器性能验证测试和评审推介及工业锅炉节能产品评审推介活动，对8家国内外燃烧器生产企业的产品进行性能验证测试和评审推介；对10家锅炉制造企业的20个锅炉产品型号进行节能评审推介，评出9家企业6个系列及6个产品为工业锅炉行业节能产品，并将有关评审结果在“中国工业报”、《工业锅炉》等报刊杂志上公布，得到行业好评。

适应标准化工作形势和行业发展的需要，组织开展协会标准制修订工作。为做好行业产品性能验证测试及评审工作，分会先后组织制订了“工业锅炉用一体式燃油(气)燃烧器技术条件”、“工业锅炉行业节能产品技术条件”等协会标准并在行业中推广。另外，分会根据近年来行业企业结构和产品结构发生的变化，在总结交流工业锅炉行业出现的工艺新技术、新成果的基础上，组织有关会员企业开展了“工业锅炉通用工艺守则与典型工艺规程”的修订工作，以提高工业锅炉行业的整体制造水平。

组织编写“中国工业锅炉行业年鉴”。为了较全面、客观、权威地反映我国工业锅炉行业及企业发展状况、市场状况、新技术开发应用状况，总结和记载我国工业锅炉行业的发展，让社会各界充分了解中国工业锅炉行业及企业的变化，服务企业，促进行业发展，分会自2006年起组织编写“中国工业锅炉行业年鉴”并向全行业发行。

组织行业内企业间的交流，推动行业技术、经济、管理水平的提高。分会不定期地组织行业技术、工艺、管理等方面的交流活动，先后举办了“循环流化床锅炉技术”、“水火管锅炉设计改进”、“IS09000(2000版)系列标准实施”、“企业工艺快速反应能力提高”、“工业锅炉行业技术发展研讨”、“工业锅炉行业节能工作交流”等专题研讨会。同时组织会员单位赴行业先进企业进行考察、交流。通过活动举办，丰富了协会工作内容，增强了协会的凝聚力。

开展对外联络工作，加强分会与国外相关协会的联系与交流、定期举办国际锅炉展。本会成立以来，一直注重对外交流，目前本会已与美国、英国、日本、韩国等锅炉协会建立了关系。我会部分领导成员先后访问了这些协会，并与美国燃气设备制造商协会共同举办由我会10余家会员单位参加的第一届中美企业交流洽谈活动。我会主办的国际锅炉展览会自1993年第一届举办以来，每二年举办一届，已连续举办了八届，为中、外锅炉同行学习交流、借鉴起到了很好的促进作用，深受行业企业和国外厂商的好评，也得到国家有关部门领导的充分肯定，并已成为国内锅炉展中最负盛名的展会。

工业锅炉分会成立以来，通过开展多种富有成效的工作，使分会的权威性、凝聚力得到增强。分会将在政府有关部门的宏观指导和积极扶持下，在行业广大会员企业进一步支持并参与下，通过自身努力使分会真正成为代表中国工业锅炉行业的自律性组织，更好地肩负起政府和企业间的桥梁纽带作用。

Industrial boiler, widely used as power equipment for factories，heating equipment for buildings, for civil life etc.,is vital energy and power equipment．Starting from scratch，for more than 50 years, Industrial boiler industry has been developed dramatically, especially since opening to outside world and establishing market-oriented economy. By far, there are 547 companies who holds C-grade or above certificates,0.5663 million units in use(amout to 1.65 million ton)nation wide.

In order to precisely carry out the policies made by the government, to assist the government to strengthen the administration, enhance the interchange of economic and technical information, improve the industrial boiler performance in terms of energy-saving, material-saving, environ-mental-protection, and safe, in 1990,under the supports from relative government departments, and industrial boiler enterprises, the China Industrial Boiler Manufacture Association(CIBMA)was established with Shanghai lndustrial Boiler Research Institute taking the lead. The inaugurating convention was held in 1993---ie First Convention-----during which，the Association’s constitution has been discussed and approved. Shanghai lndustrial Boiler Research Institute, won the standing deputy chairman and general secretary. The Secretariat(stand mechanism) is located at the same premises as Shanghai lndustrial Boiler Research Institute．

In l 996,With the inauguration of China Electrical Equipment Industry Association, CIBMA together with other five associations were integrated into China Electrical Equipment Industry Association and executes all works by the name of Industrial Boiler Sub Committee．

In 2006,The Sub Committee held the fourth convention(in conform with the work ordinances),and elected new leadership by voting, Shanghai lndustrial Boiler Research Institute won the chairman and secretary general positions. By far, there are 144 members, of which there are 53 council members. The Convention absorbed a batch of advanced enterprises or non-state-owned companies as council members. The council covers all backbone enterprises of the Industry, which could represented cross sections．

As seIf-disciplined organization, the Industrial Boiler Sub Committee, offers a communication bridge between related government departments and enterprises.

Under the guiding of Civil Administration Department and related departments and supports from members, The Sub committee carried out following works:

Making industry and market investigation, making industry planning and market forecast. The Sub Committee secretariat, successively took responsibility or took part in the Eighth Five Year, Ninth Five Year, Tenth Five Year and Eleventh Five year planning activities, market investigation and forecast for the IB Industry, and working out policies concerning technology and facilities, which supply the foundation for the enterprises development and for the government policy-making.

Assist related government departments to Strengthen industry administration，carry out works by sticking to the security／safe／enviromental／energy-saving requirements by state council. The Sub Committee has taken part in the preceded work of GEF-China High Efficiency Industrial Boiler Project. Assist Three Big Campaign by Machine-building Industry Administratlon to promote famous products in the industry. Put forward proposales to State Technical Supervising Bureau and Boiler Bureau concerning strengthening administration for the ex-work commissioning of oil/gas fired boilers, and improvement on auditing and administration on boiler design. According to the《Implementation of Ten Important Energy consesvation Programming of 11th“Five-Year”Planning》the Branch work out 11“Five-Year”Energy-conservation programming for IB, and their implementation.

The Branch organized works on gas/oil burner performance verification tests, appraisal and promotion, and energy-saving IB products appraisal and promotion. Up to now, we have done the verification tests and appraisal burners from burner mamfacturers home and abroad, and have done the appraisal work for 20 boiler products from 8 boiler manufacturers. Which 6 series product and 6 products are appraised as IB Energy-saving Products. And all the appraisal resuIts are issued on China Industry Journal,《Industrial Boiler》Journal. It is warmlgy welcomed by the Industry.
Accommodate to standardization trends and meet the needs of the industrial development of the Industrial standards. In order to conducting product performance tests and appraisal processes, The branch organize working out” Technical specification for integral oil/gas burner”” Technical specification for Energy-saving products” and further more based on the aIternation of Enterprise structure and product range, and summarizing and communication of brand-new technologies and achievement. Organize amending” General Technical Ruler for IB and Typical Technical Processes, ” to promote construction and manufacturing level of the IB industry.

Organize compiling” China IB Almanac”. To reflect china IB Industry and related Enterprises developments market situation, new technology application situation, to conclude and log on the development of china IB industry, to make the IB industry/transformation of Enterprises know to all walks of life, and better serve our memberships to promote the development of the Industry, The branch started to organize compling “ China IB Almanac” since 2006 and issued to the whole industry.

Strengthen cooperation and communication with overseas related associations, held International Boiler Exhibitions regularly. Since it was established, the Sub Committee consistently attach much Importance to overseas communication, so far, we established relationship with Boiler Associations from USA, UK, JAPAN, KOREA. some leaders of the Branch paid visits to these Associations. We coorganized with GAMA a workshop which were attend by more than 10 members from our Association. The Boiler Exhibition was inaugurated in 1993,and then be heId every other year, up to now, eight exhibitions were held, which play a positive role for the communication between domestic enterprises and overseas enterprises and which are warmly welcomed by domestic enterprises and overseas enterprises and be spoken highly by officials from re1ated departments. The exhibition now become one of the most famous exhibition in China．

Promote the communication in the industry. Enhance the technical level, economy and management levels. We organize symposiums on product design theme, technology theme and QM theme, Through all these activities, we strengthened our appealing force. It has shown such kind of activities are welcomed by members, with anticipated effect having been achieved.

Since it was established, the Sub Committee has built up its authorization and attractiveness. We believe, with deepening market oriented economy, the function and status of the Sub Committee will be more significant. We will do more better and become a self-discipline organization which exactly represent the whole industry and play a more important role as a bridge between government departments and enterprises through our efforts．
